Business Process Reengineering from the Perspective of Competitive Advantage   Edwin B. Dean of NASA has written a brief paper that outlines the connections between business process reengineering, continuous improvement, and total quality control. The paper also addresses the issue that BPR commonly leads to layoffs.

Rather than focusing on the flow of information through traditional organizational structures, the problem solving enterprise focuses on solving problems, establishes teams to solve problems, and allows the problem to determine the flow of information through the teams.
